ITSM or ESM?

While IT Service Management is about all the activities involved in delivering an IT service, Enterprise Service Management is about the whole business.

In other words, the methods and tools from ITSM are applied to other business areas to ensure a more holistic service flow. HR, call centers, payroll, procurement, access control - and so on. It could be a manager "ordering" the on-boarding of a new employee, reporting technical issues with the office environment, purchasing office equipment and a myriad of other orders and requests.
